After finishing a degree in UK, How high is the possibility to claim PR?

I also heard UK Gov proposed to let the UK graduates students to work in UK for 2 years..

So, During Interview in the Embassy for allowing my studies, Should I state that I will take the opportunity of 2years working experience?

Because some of the Rejected students said they're visa rejected because they are not planning to go back to home country after studying?..

So what should I say?
